Request for Information (RFI) for the Appointment of Integrated Communications Partner (ICP)
Introduction
MyDIGITAL Corporation (MyDIGITAL) is undertaking a Request for Information (RFI) exercise to identify and appoint an Integrated Communications Partner (ICP) to manage and execute MyDIGITAL’s communication activities for a period of 12 months.
This RFI is intended to gather practical, actionable input on the proposed engagement model, including the recommended scope of work, governance structure, operating approach, and indicative cost and funding mechanisms for MyDIGITAL and the projects and initiatives it manages.
Objective
This RFI aims to collect sufficient information, including indicative cost estimates for each scope of work (SOW) and its corresponding deliverables, as well as professional feedback on whether the proposed scope is sufficient, realistic, and fit for purpose in achieving the intended outcomes.
Background
The ICP will be required to undertake communication activities as outlined in the SOW. Further details will be made available to interested parties upon successful submission of a Non-Disclosure Agreement (NDA).
Eligibility Criteria
Interested parties must meet all of the following minimum eligibility criteria to participate in this RFI:
- Relevant Integrated Communications Experience
- At least 5 years of experience as an integrated communications agency delivering creative design, public relations and media management, and social media management.
- Proven experience managing a minimum of three (3) large-scale or national-level accounts within the last five (5) years, preferably for government, GLCs, statutory bodies, or regulated sectors.
- Creative, PR and Social Media Capability
- Demonstrated in-house or dedicated team capability covering creative development, PR and media engagement, and social media strategy and execution, including end-to-end management of at least three (3) distinct social media platforms concurrently (covering content planning, publishing, community management and performance reporting).
- Regulatory Compliance and Public-Sector Familiarity
- Compliance with all applicable Malaysian laws and regulations, including the Personal Data Protection Act 2010 (PDPA).
- Familiarity with national digital frameworks such as the Malaysia Digital Economy Blueprint (MDEB) and the National 4IR Policy (N4IRP) will be an added advantage.
- Stakeholder Management and Impact Delivery
- Proven ability to work with multiple stakeholders, manage approvals, and deliver communications with measurable outcomes (e.g. engagement, reach, media coverage) at national or state level.
