Introduction:

MyDIGITAL Corporation is seeking proposals from experienced and qualified service providers to design and implement a robust governance and incentive disbursement framework for the Skills@Scale initiative. As this effort plays a critical role in ensuring transparency, accountability, and integrity in public fund management, MyDIGITAL is looking for a strategic partner to co-develop and operationalise a secure, scalable, and trusted mechanism for the assessment and disbursement of incentives to eligible trainees nationwide.

Objective:

This project aims to address skill gaps and economic inequity by providing a unified digital platform for bootcamp providers and learners.

Scope of Work Summary

The selected vendor will be responsible for concurrently developing and operationalising a secure, transparent, and accountable governance and disbursement framework under the Skills@Scale initiative. This includes two main tasks:

  • Task 1 – Governance Framework Development:
    Establish comprehensive policies and procedures for trainee incentive assessment and disbursement, including eligibility verification, course completion checks, approval protocols, and reporting mechanisms. Additionally, design a governance structure for the registration, monitoring, and periodic evaluation of training providers. (Note: Incentives are disbursed directly to trainees, not training providers). 
  • Task 2 – Disbursement Execution and Support:
    Implement and manage a secure disbursement system capable of handling multiple payout methods (e.g., bank transfers, e-wallets), compliant with PDPA, AMLA, and relevant laws. Provide disbursement reporting, reconciliation, audit trails, and end-user support services to resolve payment issues and manage trainee queries.

Eligibility Criteria

Qualified applicants should have:

  1. Company Registration & Compliance
    • Must be a legally registered entity in Malaysia (Companies Commission of Malaysia – SSM) or equivalent.
    • Must possess a valid business license and comply with all relevant Malaysian laws and regulations.
    • Must not be blacklisted by any government agency, regulatory body, or financial institution.
  2. Experience & Track Record
    • Demonstrated experience in designing and implementing large-scale digital governance or disbursement systems, particularly those involving public funds, incentive mechanisms, or talent development initiatives.
    • A minimum of 3–5 years of experience.
  3. Technical & Operational Capability
    • Must have expertise in software development, cloud-based platforms, and secure payment gateways.
    • Ability to integrate with existing national and industry-based digital ecosystems.
    • Strong capabilities in cybersecurity, data privacy, and system scalability to ensure platform reliability and security.
    • Adequate technical support and maintenance capabilities, with a clear Service Level Agreement (SLA).
  4. Financial Stability
    • Must provide audited financial statements for the last two (2) financial years.
    • Sufficient financial capability to undertake the project without relying solely on external funding.
  5. Compliance with Government Policies & Data Protection
    • Adherence to Malaysia’s Personal Data Protection Act (PDPA) and cybersecurity standards.
    • Must comply with relevant public procurement guidelines and ethical business practices.
  6. Proposal Submission & Readiness
    • Must submit a comprehensive proposal that includes a detailed project plan, budget, technical architecture, implementation strategy, and impact measurement framework.
    • Readiness to commence the project within the stipulated timeline.

  • Please note that only participants who successfully registered their interest and submitted their NDA by the deadline are eligible to proceed with proposal submissions.
  • RFP document will be shared to service provider after the deadline to the registered email address

Deadline

  • Registration of interest and submission of the NDA is by 11 August 2025.
  • RFP briefing will be held on the 14 August 2025 at 10.30am (online).
  • Proposal submission deadline is by 12.00 noon on 25 August 2025.

Terms and conditions

MyDIGITAL Corporation reserves the right to reject any or all proposals and to negotiate with any service provider. The selected service provider will be required to enter a formal contract with MyDIGITAL Corporation.
