Introduction:
Rakyat Digital is a national initiative spearheaded by the Ministry of Digital and implemented by MyDIGITAL Corporation, an agency under the Ministry. It aims to empower Malaysians with essential digital skills through a self-learning platform that supports digital nation-building. Rakyat Digital was officially launched in December 2024, the programme seeks to democratise access to digital education by offering free, self-paced online courses designed for all segments of society including students, professionals, retirees, and underserved communities. The platform emphasises inclusivity, featuring a dyslexia-friendly design and multilingual content in Bahasa Melayu, English, Mandarin, and Tamil. Through strategic partnerships with industry stakeholders and global learning providers, Rakyat Digital aspires to upskill the nation, bridge the digital divide, and develop a future-ready workforce.
We are now conducting a Request for Information (RFI) exercise to seek insights and proposals from industry players on the implementation strategy for Rakyat Digital 2.0.
Objective:
This RFI intends to collect sufficient information, including indicative costs, the implementation methodology & timeline and resourcing requirements to scale Rakyat Digital 2.0.
Background
The purpose of issuing the Request for Information (RFI) for Rakyat Digital 2.0 is to:
- Explore Market Capabilities
To gather insights from industry players, training providers, NGOs, and tech companies about their solutions, content, platforms, and expertise that can support the next phase of Rakyat Digital. - Identify Strategic Partnerships
To explore quadruple helix collaboration opportunities, including CSR contributions, co-funded models, or technology sharing that can help scale the program affordably and sustainably. - Source High-Quality Content & Learning Tools
To identify digital learning content and delivery mechanisms (e.g., mobile learning, gamified platforms, modular courses) that are relevant to digital literacy themes such as AI, cybersecurity, cloud computing, blockchain and all others new emerging technologies.
- Support Nationwide Outreach
To gain ideas and capabilities for inclusive outreach, especially in underserved or digitally disconnected communities through roadshows, partnerships, offline solutions, or local engagement. - Inform Programme Design & Procurement
To help to make informed decisions for Rakyat Digital 2.0’s programme design, technical specifications, and eventual procurement or partnership strategies.
Eligibility Criteria
Interested parties must fulfil the following minimum eligibility criteria to participate in this Request for Information (RFI):
- Relevant Experience
- Demonstrated experience in digital upskilling, education technology, content development, or platform/technology deployment relevant to the objectives of Rakyat Digital.
- Demonstrated experience in digital upskilling, education technology, content development, or platform/technology deployment relevant to the objectives of Rakyat Digital.
- Compliance with National Policies
- Solution(s) proposed must comply with Malaysian laws, data protection regulations (e.g., PDPA 2010), and relevant digital economy policies.
- Preferably aligned with national frameworks such as Malaysia Digital Economy Blueprint (MyDIGITAL).
- Collaborative Approach
- Willingness to work collaboratively with government agencies, industry players, and other ecosystem partners in alignment with the objectives of Rakyat Digital 2.0.
- Innovation and Impact Potential
- Proposals demonstrating innovation, inclusivity (e.g., for underserved groups), and strong potential for impact at national or state level.

- Registration of interest is by 11.59pm on 4 July 2025
- The proposal needs to be submitted by 12.00 noon on 18 July 2025
