Introduction:

MyDIGITAL Corporation is undertaking a Request for Information (RFI) exercise to appoint a consultancy to conduct a comprehensive feasibility study assessing the viability of establishing an ASEAN AI Safety Network. The study should provide actionable recommendations on the structure, scope of work, governance, cost and funding mechanisms, and operational strategies for the network.

Objective:

This RFI intends to collect sufficient information, including indicative costs, the implementation timeline and resourcing requirements to conduct a comprehensive feasibility study.

Background: 

The consultancy is required to conduct a feasibility study, which involves performing necessary desktop/secondary research and analysis to prepare a comprehensive report incorporating the following aspects:

  1. Situation and Baseline Analysis
  2. Stakeholder Mapping and Engagement
  3. Legal and Regulatory Assessment
  4. Operational Model Design
  5. Technical Infrastructure and Resource Needs
  6. Project Sustainability and Impact Assessment
The consultancy is also expected to conduct a series of consultative workshops to support the feasibility study:
  1. Workshop 1: Kick-off Meeting on AI Safety Frameworks in ASEAN
  2. Workshop 2: Institutional Design and Governance of the ASEAN AI Safety Network
  3. Workshop 3: Capacity Building and Training Needs
  4. Workshop 4: International Cooperation and Partnerships

Eligibility Criteria:

The Qualified Consultancy Should Have:

  1. Experience in technology policy, AI governance, digital transformation, international development, or related fields.
  2. Relevant experience in conducting feasibility studies or strategy development for ASEAN or AI/technology initiatives.
  3. Strong understanding of the AI ecosystem, including policy, regulatory, and ethical aspects in the ASEAN context.
  4. Demonstrated ability to engage with high-level stakeholders across governments, private sector, and academia.
  5. Excellent research, analysis, and report-writing skills.
  6. Experience working with ASEAN member states and the ASEAN Secretariat.

The workplan should detail their methodology and approach to project execution, team structure and qualifications, relevant experience, timeline, deliverables, and financials.
  • Please note that only consultancies that successfully register their interest and submit a signed NDA by the deadline will be eligible to proceed with the Initial Workplan.

Deadlines:

  • Registration of interest and submission of NDA is by 11.59pm on Friday, 21 February 2025.
  • Upon receipt and verification of the signed NDA, we will send the Terms of Reference document to the registered email. The Initial Workplan needs to be submitted by 12.00 noon on Friday, 28 February 2025.
