Request for Proposal (RFP): AI Train-the-Trainer Programme for National AI Trainer Network
Introduction:
National AI Office (NAIO), through MyDIGITAL Corporation, invites registrations of interest from experienced and qualified service providers to design, develop, and deliver the applied AI Train-the-Trainer Programme (“AI TTT Programme”) .
The AI TTT Programme is part of the AI Talent Foundry (AITF), a strategic initiative led by the NAIO under the National AI Action Plan 2026–2030 (“AI Nation 2030”), to strengthen Malaysia’s AI talent ecosystem. The programme focuses on developing and certifying local AI trainers equipped with the technical, practical, and capabilities required to deliver applied AI training, mentor apprentices, and support industry-based AI use case development.
The objective of this RFP is to appoint a capable delivery partner to implement the programme and strengthen Malaysia’s capacity to develop qualified AI trainers and mentors who will support the long-term development of industry-ready AI talent and contribute to the nation’s AI capability and competitiveness.
Summary Scope of Work:
The delivery partner will be responsible for a comprehensive range of services including but not limited to:
- Curriculum Design and Development
- Design, develop, and/or customize structured Applied AI curriculum, training modules, learning outcomes, teaching and learning assistance materials suggestion, and assessment approach aligned with programme objectives, industry needs, and training efficiency.
- Training Delivery
- Conduct a practical and hands-on Train-the-Trainer (TTT) programme in Applied AI, including training facilitation and delivery to equip participants with the technical and practical competencies required to deliver Applied AI training and support industry-based AI use case development.
- Assessment and Evaluation
- Develop and administer appropriate assessment mechanisms, including pre- and post- training assessments, to evaluate participant competency improvement, training effectiveness, and overall programme outcomes.
- Certification
- Provide appropriate certification approaches for programme participants, taking into consideration relevant industry practices and recognised standards.
- Programme Administration, Coordination, Monitoring and Reporting
- Manage and coordinate overall programme implementation, including scheduling, participant coordination, programme administration, training logistics, venue and facility arrangements, monitoring of programme progress, provision of the necessary digital tools, platforms, datasets, and compute resources required for programme delivery, as well preparation of reports and supporting documents.
- Advisory and Consultancy
- Provide advisory support and strategic recommendations to strengthen the overall programme structure, competency development approach, curriculum alignment, and future scalability of the AITF Initiative. Capture lessons learned and formulate improvement plans, alongside a comprehensive roadmap for long-term scalability.
Eligibility Criteria:
Qualified applicants should have:
- Demonstrated experience in designing and delivering AI, machine learning, data science, or other related digital technology training programmes, preferably with practical industry application.
- Demonstrated technical expertise and practical experience in Applied AI. Experience in implementation of AI-related solutions, projects, or industry use cases across relevant sectors will be an advantage.
- Experience in conducting technical training, capability-building, TTT, apprenticeship or similar talent development programmes.
- Demonstrated understanding of competency-based training and capability assessment approaches relevant to Applied AI, aligned with industry and international best practices.
- Capability to manage and coordinate end-to-end programme implementation, including training delivery, participant management, reporting, logistics, and provision of relevant resources such as digital tools, platforms and datasets.
- Availability of qualified trainers, facilitators, and technical personnel with relevant expertise, industry experience, and capability to effectively deliver the programme.
- Legally registered entities in Malaysia, or internationally registered organisations with established local presence or implementation partners in Malaysia, with sound financial standing and organisational capability to undertake the programme throughout the engagement period. Experience in collaborating with government agencies, higher learning institutions, industry partners, or international AI ecosystem partners will be an added advantage.

- Please note that only participants who successfully registered their interest and submitted their NDA by the deadline will receive the RFP document and are eligible to proceed with proposal submissions.
Deadlines:
- Registration of interest and submission of the NDA is by 24 August 2026
- Proposals must be submitted by 4 September 2026.
