Introduction:

MyDIGITAL Corporation is seeking proposals from experienced and qualified service providers to develop a comprehensive online talent bootcamp marketplace. This initiative is centred on nation-building; therefore, we seek for a strategic partner to collaboratively develop the marketplace for this effort. 

Objective:

This project aims to address skill gaps and economic inequity by providing a unified digital platform for bootcamp providers and learners.

Summary Scope of Work

The service provider submitting their proposals must also include a comprehensive operational plan covering the following platform features:

Platform Features:

  • User Management:
    • Learner registration with e-KYC integration and MyDigital ID, profiles, and dashboards.
    • Provider registration with profiles and dashboards.
    • Admin function, dashboard, and approval workflow.

  • Course Management:
    • Tools for providers to upload and manage course details, including descriptions, schedules, pricing, and prerequisites.
    • Admin approval workflow for course submissions.
    • Search and filter options for learners based on categories, duration, cost, and ratings.

  • Transaction Processing:
    • Integration with multiple payment gateways, enabling direct payments to training providers.
    • API integration for seamless connection with training providers.
    • Automated invoicing and receipt generation via email.
    • Automated email notifications for approved workflows.

  • Communication Tools:
    • Messaging and notification system for learners and providers.
    • Integration of FAQs and chatbots for support.
    • Gap assessment and mapping functionalities.

  • Analytics & Reporting:
    • User profile statistics and engagement tracking.
    • Training provider performance and revenue reports.
    • Learner course completion tracking with a certificate upload function.

  • Scalability & Security:
    • Robust architecture to support concurrent users.
    • Compliance with data protection regulations (e.g., GDPR, PDPA).

Eligibility Criteria 

Qualified applicants should meet the following requirements:

  1. Company Registration & Compliance
    • Must be a legally registered entity in Malaysia (Companies Commission of Malaysia – SSM).
    • Must possess a valid business license and comply with all relevant Malaysian laws and regulations.
    • Must not be blacklisted by any government agency, regulatory body, or financial institution.

  2. Experience & Track Record
    • Demonstrated experience in developing and implementing large-scale digital platforms or marketplaces relevant to this initiative.
    • A minimum of 3–5 years of experience.
    • A proven track record in executing government-funded or large-scale digital talent initiatives is an added advantage.

  3. Technical & Operational Capability
    • Expertise in software development, cloud-based platforms, and secure payment gateways.
    • Ability to integrate with existing national and industry-based digital ecosystems.
    • Strong capabilities in cybersecurity, data privacy, and system scalability to ensure platform reliability and security.
    • Adequate technical support and maintenance capabilities, with a clear Service Level Agreement (SLA).

  4. Financial Stability
    • Must provide audited financial statements for the last two (2) financial years.
    • Sufficient financial capability to undertake the project without relying solely on external funding.

  5. Compliance with Government Policies & Data Protection
    • Adherence to Malaysia’s Personal Data Protection Act (PDPA) and cybersecurity standards.
    • Must comply with relevant public procurement guidelines and ethical business practices.

  6. Proposal Submission & Readiness
    • Must submit a comprehensive proposal that includes a detailed project plan, budget, technical architecture, implementation strategy, and impact measurement framework.
    • Readiness to commence the project within the stipulated timeline.

  • Please note that only participants who successfully registered their interest and submitted their NDA by the deadline are eligible to proceed with proposal submissions.
  • RFP document will be shared to service provider after the deadline to the registered email address

Deadline

  • Registration of interest and submission of the NDA is by 11.59pm on 3 April 2025
  • Proposal submission deadline is by 12.00 noon on 14 April 2025

Terms and conditions

MyDIGITAL Corporation reserves the right to reject any or all proposals and to negotiate with any service provider. The selected service provider will be required to enter a formal contract with MyDIGITAL Corporation.
