Introduction:
MyDIGITAL Corporation is seeking proposals from experienced and qualified organisations to design, develop, and implement the MyDIGITAL National Dashboard, a centralised platform to monitor and manage the nation’s digital transformation and 4IR initiatives. The selected vendor will be responsible for integrating data from various digital and 4IR projects, ensuring real-time tracking, providing robust data visualisation, and ensuring security and compliance with national standards. This platform will play a crucial role in enhancing transparency, decision-making, and coordination across digital initiatives, contributing to the success of Malaysia’s digital economy.
Summary Scope of Work:
- Dashboard Purpose
Develop a centralised platform to monitor Malaysia’s digital transformation and 4IR initiatives, incorporating real-time tracking, transparency, and decision-making tools while enabling comprehensive milestone monitoring across ministries and agencies to underscore the project’s scale and significance.
- Platform Requirements
Use an off-the-shelf or alternative scalable platform transferable for full management by MyDIGITAL Corporation, accommodating future data growth and functionalities. Dashboard in English with option for Bahasa Melayu.
- Core Functions (not limited to):
- Real-time monitoring of project milestones against timelines and budgets;
- Visualisation of aggregated data for policy-making and stakeholder engagement; and
- Data analytics capabilities, including predictive and prescriptive analytics.
- Key Deliverables:
- Minimum Viable Product (MVP) with prioritised features.
- High-fidelity UI/UX designs aligned with usability and accessibility principles.
- Fully developed and tested front-end and back-end systems.
- Data Integration
Ensure seamless aggregation of data from diverse sources, with robust pipelines for real-time updates and compatibility across formats. This includes data of projects/initiatives completed before the development of the dashboard.
- Security and Compliance
Adhere to Malaysian data protection laws and national cybersecurity protocols to ensure data privacy and system integrity.
- Testing and Deployment
Conduct performance, integration, and user acceptance testing. Deploy the system in a live environment with user training within 16 months.
- Post-Deployment Maintenance:
- Regular performance monitoring and updates.
- Comprehensive user support and issue resolution.
- Backup and recovery management
- Training and Documentation
Provide training materials, user guides, and detailed technical documentation to facilitate effective platform usage and maintenance.
- Ownership and Intellectual Property
The dashboard and all associated intellectual property rights will remain exclusively with MyDIGITAL Corporation.
Eligibility Criteria
- The organisation is registered with Suruhanjaya Syarikat Malaysia (SSM).
- The organisation has been in the business for at least 5 years.
- The organisations is able to produce last 3 years audited financial statements that will demonstrate financial stability, reliability, and credibility, supported by references from previous clients or partners.
- Key personnel proposed to have a minimum of 5 years experience in creative and brand services or relevant areas.
- The organisation has a good track record in delivering tangible results in areas required.
- The organisation has a proven ability to lead multi-stakeholder projects with measurable outcomes.
- The organisation must have a proven track record in developing large-scale, centralised dashboards with successful implementations of data integration and visualisation, preferably for government agencies or large enterprises.
- The organisations should demonstrate expertise in tailoring off-the-shelf platforms, creating scalable dashboard solutions, and leveraging advanced visualisation tools such as Power BI, Tableau, or similar technologies.
- The organisation must be well-versed in Malaysian data protection laws, including the Personal Data Protection Act (PDPA), and capable of implementing robust security measures such as encryption and role-based access controls.
- The organisation should have a skilled and dedicated team with expertise in platform development, data integration, security, and the ability to provide ongoing support and maintenance.
- The developed platform must be fully transferable for management by MyDIGITAL Corporation or its designated parties, with intellectual property rights assigned exclusively to MyDIGITAL Corporation.
- The organisation should have the ability to deliver innovative and strategic solutions, including tools for generating one-page initiative summaries and other advanced reporting features.
- The organisations must have the capacity to adhere to strict deadlines, ensuring timely delivery of all project phases, including development, testing, and handover.
- Organisations with strong partnerships or collaborations with industry and technology leaders to deliver cutting-edge solutions are encouraged to participate in this RFP exercise.
Proposal Submission (Closed):
The registration of interest and submission of the NDA for the RFP: Digital Economy and 4IR Initiatives MyDIGITAL National Dashboard Development open tender have officially ended as of 11:59 PM on 24 January 2025.
Please note that only participants who successfully registered their interest and submitted their NDA by the deadline are eligible to proceed with proposal submissions.
Deadlines:
- Proposals must be submitted by 12:00 pm on 14 February 2025 to the Procurement Secretariat at admin@mydigital.gov.my.
- Registration of interest and submission of the NDA is by 11:59pm on 24 January 2025.

MyDIGITAL Corporation reserves the right to reject any or all registrations or proposals and to negotiate with any service provider.
