Introduction:

MyDIGITAL Corporation is seeking proposals from experienced and qualified vendors to provide comprehensive end-to-end consultancy support for the development of the Artificial Intelligence (AI) Governance Bill. This engagement is intended to ensure that the proposed legislation is technically sound, aligned with global best practices, and practical for both public and private sector adoption in Malaysia.

  1. Strategic and Technical Advisory: Providing expert advice on AI governance concepts, risk-based regulatory approaches, and international comparative analysis.
  2. Policy and Legal Alignment: Reviewing existing Malaysian laws to identify regulatory gaps and ensure the Bill complements existing frameworks.
  3. Drafting and Development Support: Assisting the Ministry and drafting authorities in preparing the draft Bill, technical notes, and supporting legislative documentation such as the Blue Bill.
  4. Stakeholder Engagement and Consultation: Designing and implementing a structured strategy to engage government agencies, sectoral regulators, industry, academia, and civil society.
  5. Feasibility Analysis and Project Coordination: Conducting practical implementation analysis and supporting the Ministry in managing project timelines and milestones
  6. Comparative Legal Analysis: The delivery partner should engage a qualified law firm to support the provision of legal services and opinions related to the development of the proposed legislation.

Eligibility Criteria (Qualified vendors should have):

  1. Legally registered firm in good standing with relevant regulatory authorities.
  2. Proven experience in supporting the end-to-end development of Primary Legislation (Acts of Parliament) or equivalent statutory frameworks, including a track record of preparing “Blue Bills,” drafting instructions, and justification matrices for government review.
  3. Extensive experience in AI governance and emerging technology regulation particularly in public sector contexts, with deep technical and policy expertise in risk-based classification, algorithmic accountability, and international benchmarking.
  4. A multidisciplinary core team with members possessing a minimum of 5–7 years of relevant professional experience and a designated Project Director or Team Lead with at least 10–15 years of experience in legal-policy design or legislative drafting.
  5. Proven experience in leading multi-stakeholder projects and conducting Regulatory Impact Analysis (RIA) to evaluate the socio-economic effects of proposed statutory frameworks.

Demonstrated track record in international benchmarking and comparative legal-policy analysis to ensure alignment with global standards and local requirements.

  • Please note that only participants who successfully registered their interest and submitted their NDA by the deadline will receive the RFP document and are eligible to proceed with proposal submissions.

Deadlines:

  1. Registration of Interest and Submission of NDA by 27 March 2026, 12:00 noon.
  2. Proposal Submission Deadline by 14 April 2026, 12:00 noon.
