Introduction:

National AI Office (NAIO), through MyDIGITAL Corporation, invites registrations of interest from experienced and qualified service providers to design, develop, implement, and provide end-to-end management of the Artificial Intelligence (AI) Apprenticeship Programme (“AI Apprenticeship Programme”).

The AI Apprenticeship Programme is part of the AI Talent Foundry (AITF), a strategic initiative led by the NAIO under the National AI Action Plan 2026–2030 (“AI Nation 2030”), to strengthen Malaysia’s AI talent ecosystem. The programme provides structured training, mentorship, and industry-based project experience to equip apprentices with the technical and practical skills required to develop and implement AI solutions for real-world applications.

The objective of this Request for Quotation (RFQ) is to appoint a capable delivery partner to implement the programme and support the development of industry-ready techno-functional AI talent that contributes to Malaysia’s AI capability and long-term competitiveness.

Summary Scope of Work:

The delivery partner will be responsible for a comprehensive range of services including but not limited to:

  1. Curriculum Preparation and Training Delivery
    • Prepare a structured Applied AI curriculum, training modules, learning outcomes, practical assessments, and project-based learning approaches aligned with programme objectives and industry needs. Conduct a practical and hands-on AI Apprenticeship Programme in Applied AI, including a detailed training facilitation and delivery to equip apprentices with the technical and practical competencies required to support industry-based AI use case development and implementation.
  2. Apprentice Recruitment, Onboarding, and Management
    • Implement appropriate apprentice recruitment, selection, and onboarding processes, including eligibility criteria, screening mechanisms, participant management, and onboarding session to ensure successful programme participation.
  3. Apprentice Industry Placement
    • Engage with industry partners to identify suitable AI use cases and coordinate apprentice placement for industry project implementation. This includes project facilitation, stakeholder engagement, mentorship coordination, and monitoring of apprentice progress throughout the project phase.
  4. Assessment and Evaluation
    • Develop and administer appropriate assessment mechanisms, including pre- and post-training assessments, project-based assessments, and evaluation activities to measure apprentice competency improvement, programme effectiveness, and overall programme outcomes.
  5. Certification
    • Provide appropriate certification approaches for programme participants, taking into consideration relevant industry practices, recognised standards, and demonstrated competency achievement throughout the programme.
  6. Programme Administration, Coordination, Monitoring and Reporting
    • Provide end-to-end programme management and coordination, including scheduling, programme administration, training logistics, venue and facility arrangements, apprentice allowance management, stakeholder coordination, monitoring of programme progress, and provision of the necessary digital tools, platforms, datasets, and technical resources required for programme delivery, as well as preparation of reports and supporting documentation.
  7. Advisory and Consultancy
    • Provide advisory support and strategic recommendations to strengthen programme implementation, curriculum relevance, industry engagement approaches, competency development pathways, and future scalability of the AI Talent Foundry initiative. Capture lessons learned and formulate improvement plans for subsequent cohorts, alongside a comprehensive roadmap for long-term scalability.

Eligibility Criteria:

Qualified applicants should have:

  1. Demonstrated experience in designing and delivering Artificial Intelligence (AI), machine learning, data science, digital technology, or related technical training programmes.
  2. Experience in managing structured talent development, workforce development, apprenticeship, or industry-based training programmes.
  3. Demonstrated technical expertise and practical experience in Applied AI. Experience in implementation of AI-related solutions, projects, or industry use cases across relevant sectors will be an advantage
  4. Experience in curriculum development, theoretical-based learning, project-based learning, and practical capability development approaches.
  5. Demonstrated understanding of competency-based training and capability assessment approaches relevant to Applied AI, aligned with industry and international best practices.
  6. Capability to manage and coordinate end-to-end programme implementation, including training delivery, participant management, reporting, logistics, programme administration and provision of relevant resources such as digital tools, platforms and datasets.
  7. Availability of qualified trainers, facilitators, and technical personnel with relevant expertise, industry experience, and capability to effectively deliver the programme.
  8. Legally registered entities in Malaysia, or internationally registered organisations with established local presence or implementation partners in Malaysia, with sound financial standing and organisational capability to undertake the programme throughout the engagement period.
  9. Experience in collaborating with government agencies, higher learning institutions, industry partners, or international AI ecosystem partners will be an added advantage.

  • Please note that only participants who successfully registered their interest and submitted their NDA by the deadline will receive the RFQ document and are eligible to proceed with proposal submissions.

Deadlines:

  1. Registration of interest and submission of the NDA is by 20 August 2026
  2. Proposals must be submitted by 3 September 2026

MyDIGITAL Corporation reserves the right to reject any or all registrations or proposals and to negotiate with any service provider.
