Request for Information (RFI): Comprehensive Study for IMD World Digital Competitiveness Ranking (WDCR) National Interventions
Introduction:
The Ministry of Digital, through MyDIGITAL Corporation, is commencing the operationalisation of the Malaysia Digital 2030 Action Plan: Towards an AI Nation (MD2030 Action Plan 2026 – 2030). This Action Plan is aligned with the Ekonomi MADANI aspirations and the Thirteenth Malaysia Plan (RMK-13). One of the key targets is to position Malaysia in the top 25 of the IMD World Digital Competitiveness Ranking (WDCR) by 2030.
To support evidence-based policymaking, MyDIGITAL intends to appoint experienced and qualified Delivery Partner regarding capabilities and approaches to support a comprehensive assessment and analytical study related to the IMD World Digital Competitiveness Ranking (WDCR). The Delivery Partner will:
- Identify factors, and subfactors and indicators contributing to WDCR, data collection and validation;
- Design and implement a dynamic simulation model to map the relationships between policy interventions, key enablers, indicators, and ranking outcomes;
- Recommend a governance and update mechanism for the model; and
- Provide actionable recommendations, including an implementation plan, to support delivery of the MD2030 Action Plan 2026 – 2030 towards achieving a top 25 position in the IMD WDCR by 2030.
This Request for Information (RFI) is issued to gather market insights from prospective Delivery Partners on their technical and methodological capabilities to undertake a comprehensive baseline study and develop a dynamic simulation model that maps the interrelationships between policy levers, indicators, sub-factors, pillars, and overall IMD WDCR outcomes, supporting the operationalisation of the Malaysia Digital 2030 Action Plan (MD2030 Action Plan 2026 – 2030) and its alignment with the Ekonomi MADANI aspirations and RMK-13.
Problem Statement
- Malaysia targets a top 25 position in the IMD World Digital Competitiveness Ranking (WDCR) by 2030.
- MyDIGITAL needs a clear baseline of Malaysia’s current performance across WDCR indicators, sub-factors and pillars.
- There is currently no consolidated evidence showing the key drivers and gaps affecting Malaysia’s WDCR performance.
- MyDIGITAL lacks a dynamic simulation model to show how policies and enablers influence indicators and ranking outcomes over time.
- Relevant data is fragmented across multiple sources and requires consolidation and validation.
Summary Scope of Work:
The Delivery Partner will be responsible for a comprehensive range of services, including but not limited to:
- Assessment of Malaysia’s current competitiveness performance.
- Provide an in-depth diagnosis of the WDCR methodology, encompassing aspects such as scoring, weighting, data types, time lags, definitions, calculation logic, and constraints. Established indicator dictionaries or references also needed.
- Provide the analysis results for the 61 WDCR criteria, encompassing performance metrics categorized by pillar, subfactor, and indicator. This should include the data inventory, outcomes of data quality checks, and a comprehensive identification of strengths, weaknesses, and areas of volatility.
- Benchmarking against selected countries and relevant peers.
Provide analysis benchmarking Malaysia against Top 25 and ASEAN leaders; compare its performance against five peer leader nations for critical indicators; quantify indicator gaps; and identify structural threshold effects. - Development of analytical and mapping frameworks.
Develop and document a comprehensive structured mapping framework linking Policy Levers, Indicators, Sub-factors, Pillars, WDCR Score, and overall Rank, clearly defining the methodology, modelling logic, and analytical techniques applied. The scope shall include incorporation of cross-pillar spillover effects and time-lag dynamics, specification and justification of the selected model architecture and approach, as well as identification of requisite data requirements, sources, quality controls, and validation mechanisms necessary to operationalise and sustain the model. - Development of simulation, analytical tools and dashboard monitoring.
Design and develop detailed specifications for the WDCR scoring reconstruction model/simulation tools. This should encompass the quantification of the “score gap to Top 25,” the results of the sensitivity analysis, and the outcomes from scenario testing, including baseline, moderate reform, accelerated reform, and shock scenarios. - Relationship Review: WDCR with Malaysia Digital 2030 Action Plan
Mapping of MD2030 Action Plan Phase 3 impact against WDCR indicators, the corresponding assessment of linkage strength, and prioritised intervention recommendations, including proposals for necessary legislative reforms (e.g., an AI Governance Act, a Digital Infrastructure Act). - Knowledge Transfer & Institutionalisation.
Outline the proposed schedule for conducting training sessions for MyDIGITAL and MPC, specifically covering the dictionary, data refresh processes, and model updates. Additionally, detail the plan for the delivery of the “WDCR Monitoring Toolkit” and the final project close-out and handover procedures.
Project Timeline
This project should be completed in 6 (six) months.
Eligibility Criteria:
- Legally registered consultancy firm and remain in good standing with all relevant regulatory authorities.
- Proposed core team members shall have completed at least three (3) projects within the most recent five (5) years in any of the following areas:
- National or sectoral competitiveness studies; and/or
- Analysis of economic indicators and national/global competitiveness; and/or
- Development of national roadmaps or national strategies.
- Experience involving Government agencies, statutory bodies, or national/international-scale organisations will be an added advantage.
- Propose a project team that includes, at minimum, the following roles:
- Project Director / Lead Consultant: Minimum ten (10) years’ experience in fields related to economics, competitiveness, and international performance/benchmarks.
- Data Analytics / Statistics / Data Modelling Specialist: Demonstrable expertise in data analytics, statistical analysis, and/or data modelling.
- Public Policy Specialist or Digital Transformation Strategy Specialist: Demonstrable expertise in public policy and/or digital transformation strategy.
- Demonstrated organisational capacity, including adequate technical resources, programme management tools, templates, and documentation systems, to support onboarding, standardisation, harmonisation, and delivery within the required timeframe.
