Request for Proposal (RFP): Transitioning Industrial Clusters (TIC) Management and Implementation Framework
Introduction:
MyDIGITAL Corporation invites proposals from experienced and qualified consultancy firms to support the establishment and implementation of the Transitioning Industrial Clusters (TIC) Management and Implementation Framework.
The selected consultant will support the establishment of a Project Directorate to provide strategic direction, coordination, and oversight at both national and cluster levels, including the development of a strategic roadmap for TIC. The Project Directorate will function as the central coordinating body to ensure effective collaboration among federal and state agencies, industry partners, and relevant stakeholders, and to guide the phased establishment and operationalisation of the TIC Authority/Management Company.
Summary Scope of Work:
The delivery partner will be responsible for a comprehensive range of services including but not limited to:
- Baselining, Stakeholder Mapping & Engagement
- Legal and Regulatory Assessment
- Develop Strategic Roadmap for Clusters
- Cluster monitoring, Evaluation and Reporting
- Coordinate Consultative Workshops
Eligibility Criteria (Qualified consultant should have):
- Legally registered consultancy firm in good standing with relevant regulatory authorities.
- Proposed core team members with a minimum of 5–7 years of relevant professional experience in governance, programme management, or institutional design.
- Demonstrated experience among team members in designing and/or implementing national or sub-national governance frameworks, project directorates, or institutional set-ups.
- Track record of team members’ involvement in industrial cluster development, economic corridor programmes, or large-scale multi-stakeholder initiatives.
- Experience of team members in working with government agencies, statutory bodies, and industry stakeholders.
- Expertise within the team in strategic planning, programme management, and development of phased implementation roadmaps.
- Knowledge and experience among team members in energy transition, industrial decarbonisation, sustainability, or related fields.
- Availability of a multidisciplinary team, including a designated Project Director or Team Lead with at least 10–15 years of relevant experience.
- Demonstrated team capacity to coordinate across federal, state, and industry stakeholders.
- Adequate organisational and technical resources to support the proposed team in delivering the assignment within the required timeframe.

Please note that only participants who successfully registered their interest and submitted their NDA by the deadline will receive the RFP document and eligible to proceed with proposal submissions
Deadlines:
- Registration of interest and submission of the NDA is by 25 January 2026
- Proposals must be submitted by 12:00 noon on 6 February 2026
