Introduction:

MyDIGITAL Corporation is seeking proposals from experienced and qualified service providers to design, build and manage an online platform dedicated to the Executive Digital Leadership Programme (EDLP) Alumni Community as well as to plan and execute strategic engagement plans for the alumni. This initiative is centred on nation-building; therefore, we seek for a strategic partner to collaboratively develop and maintain the portal while coordinating impactful alumni engagement initiatives within this effort.

Objective:

This project aims to address post-programme engagement and continuity gaps by providing a unified platform for EDLP alumni to connect, collaborate, and engage in continuous learning.

Summary Scope of Work

The selected vendor will be responsible for concurrently developing and operationalising a comprehensive online platform and executing strategic engagement plans for the EDLP Alumni Community until year 2027. This includes three main scopes of work:

  • SOW 1 – Platform Development:
    Design and deliver a full-feature dedicated EDLP alumni portal with core functionalities including user registration and profile management, access to learning resources, community discussion tools, messaging and networking functions, internal dashboard and analytics, event listing, and programme registration for new participants. 

  • SOW 2 – Community Engagement:
    Plan and execute at least one alumni engagement activity per quarter (four per year) until 2027. Activities may include expert talks, invite-only forums, webinars, masterclasses, podcasts, roundtable discussions, and proposed idea sharing and cross-sector collaboration engagements.

  • SOW 3 – Platform Maintenance and Reporting:
    Provide continuous technical maintenance and user support for the platform. Deliver weekly updates during development, periodically platform usage and engagement reports post-launch, and a launch report with a UAT feedback summary.

Eligibility Criteria

Qualified applicants should have:

  1. Company Registration & Compliance
    • Must be a legally registered entity in Malaysia (Companies Commission of Malaysia – SSM).
    • Must possess a valid business license and comply with all relevant Malaysian laws and regulations.
    • Must not be blacklisted by any government agency, regulatory body, or financial institution.

  2. Experience & Track Record
    • Demonstrated experience in developing and implementing alumni platforms and alumni engagement that is relevant for this initiative.
    • A minimum of 3–5 years of experience.
    • A proven track record in executing government-funded or large-scale digital talent initiatives is an added advantage.

  3. Technical & Operational Capability
    • Must have expertise in software development and cloud-based platforms.
    • Ability to integrate with existing national and industry-based digital ecosystems.
    • Strong capabilities in cybersecurity, data privacy, and system scalability to ensure platform reliability and security.
    • Adequate technical support and maintenance capabilities, with a clear Service Level Agreement (SLA).

  4. Financial Stability
    • Must provide audited financial statements for the last two (2) financial years.
    • Sufficient financial capability to undertake the project without relying solely on external funding.

  5. Compliance with Government Policies & Data Protection
    • Adherence to Malaysia’s Personal Data Protection Act (PDPA) and cybersecurity standards.
    • Must comply with relevant public procurement guidelines and ethical business practices.

  6. Proposal Submission & Readiness
    • Must submit a comprehensive proposal that includes a detailed project plan, budget, implementation strategy, technical architecture and impact measurement framework.
    • Readiness to commence the project within the stipulated timeline.

  • Please note that only participants who successfully registered their interest and submitted their NDA by the deadline are eligible to proceed with proposal submissions.
  • The RFP document will be shared to the service provider after the deadline to the registered email address.

Deadline

  • Registration of interest is by 12.00 noon on 14 August 2025.
  • RFP briefing will be held online on 18 August 2025, meeting invites will be emailed post registration of interest date.
  • Proposal submission deadline is by 12.00 noon on 28 August 2025.

Terms and conditions

MyDIGITAL Corporation reserves the right to reject any or all proposals and to negotiate with any service provider. The selected service provider will be required to enter a formal contract with MyDIGITAL Corporation.
