This Action Plan is a key outcome of the Mid-Term Review of the National 4IR Policy (N4IRP) and the Malaysia Digital Economy Blueprint (MDEB), and is aligned with the MADANI Economy aspirations and the Thirteenth Malaysia Plan (RMK-13).<\/p><p>To support the successful mobilisation and execution of Project initiatives and programmes, MyDIGITAL intends to appoint a Delivery Partner to act as a strategic execution and delivery assurance arm. The Delivery Partner will support role clarity, execution readiness, programme coordination, and the application of consistent programme management standards across a complex, multi-stakeholder delivery environment.<\/p><p>This Request for Information (RFI) is issued to gather market insights on potential service providers\u2019 capabilities, experience, delivery approaches, and capacity to undertake this role. The intended engagement duration is six (6) months, with programme onboarding activities expected to commence in March 2026. Information received through this RFI will inform the finalisation of requirements and the subsequent Request for Proposal (RFP).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4e4bf88 elementor-widget elementor-widget-text-editor\" data-id=\"4e4bf88\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Summary Scope of Work:<\/strong><\/p><p>The delivery partner will be responsible for a comprehensive range of services including but not limited to:<\/p><ol><li><strong>Programme Onboarding and Mobilisation<\/strong><\/li><li><strong>Programme Operationalisation Manual (SOPs) &amp; Language Harmonisation<\/strong><\/li><\/ol>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f8d5ddb elementor-widget elementor-widget-text-editor\" data-id=\"f8d5ddb\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Eligibility Criteria (Qualified consultants should have):<\/strong><\/p><ol><li>Legally registered consultancy firm in good standing with relevant regulatory authorities.<br \/><br \/><\/li><li>Proposed core team members with a minimum of 5\u20137 years of relevant professional experience in programme management, governance design, delivery assurance, or institutional operationalisation, particularly within large-scale, multi-agency environments.<br \/><br \/><\/li><li>Demonstrated experience among team members in designing and\/or implementing national or multi-ministry programme governance frameworks, including programme onboarding processes, project directorates, operational manuals, SOPs, and institutional set-ups.<br \/><br \/><\/li><li>Proven track record of involvement in large-scale digital economy, 4IR, GovTech, Digital Public Infrastructure (DPI), or other technology-driven national transformation ecosystems, requiring structured multi-stakeholder coordination and delivery oversight.<br \/><br \/><\/li><li>Experience working with federal and state government agencies, statutory bodies, cluster secretariats, initiative owners, programme leads, and industry stakeholders.<br \/><br \/><\/li><li>Expertise within the team in programme mobilisation, execution readiness assessment, programme charter development, governance structuring, risk and dependency management, monitoring and reporting frameworks, and development of phased implementation roadmaps.<br \/><br \/><\/li><li>Availability of a multidisciplinary team, including a designated Project Director or Team Lead with at least 10\u201315 years of relevant experience in leading large-scale public sector or national programme delivery and coordinating across federal, state, and industry stakeholders.<br \/><br \/><\/li><li>Demonstrated organisational capacity, including adequate technical resources, programme management tools, templates, and documentation systems, to support onboarding, standardisation, harmonisation, and delivery within the required timeframe.<\/li><\/ol>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b2e1d30 elementor-widget elementor-widget-text-editor\" data-id=\"b2e1d30\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Proposal Submission:<\/strong><\/p><ul><li>Interested consultants are invited to fill out the registration form at link [<a href=\"https:\/\/forms.gle\/n8f4TiJpKRystEfw7\">click here to access \u2013 Registration Form<\/a>] and submit the Non-Disclosure Agreement at <strong>admin@mydigital.gov.my<\/strong> with email subject: <strong>&lt;company name&gt;
